Introduction

THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER
The City of Oceanside is currently accepting applications to establish an eligible list for Fleet Manager. The Fleet Manager will work under the Public Works Department and will provide leadership to the fleet division.

Examples of Duties

Organizes, directs and manages the fleet management program, including procurement, maintenance, repair and operation, budget, cost allocation, and disposition of all City vehicles, heavy equipment, and related equipment, and procuring and allocating vehicle fuels; Establishes schedules and methods for the maintenance of the City's fleet; implements policies and procedures. Prepares and controls annual budget for centralized fleet management program; prepares and monitors contracts; Monitors fuel allocation program, including fueling costs, dispensing alternatives and automated fueling systems; Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the maintenance and repair of a variety of vehicles and equipment. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities. Prepares and administers the program budget; prepares cost estimates for budget recommendations; monitors and controls expenditures. Participates in the selection of staff; provides or coordinate staff training; works with employees to correct deficiencies; implements discipline procedures. Develops, administers and updates the fleet replacement program including acquisition and equipment specification, in coordination with other City departments. Develops efficient methods of equipment utilization and allocation; reallocates equipment between units to ensure maximum utilization, productivity, and cost effectiveness. Develops and administers a comprehensive preventive maintenance and repair program. Oversees the fleet refueling infrastructure including system component maintenance and certification, underground and above ground tanks, tank leak detection systems and dispenser calibrations. Ensures that fleet operations are in compliance with all applicable laws, regulations and City policies. Performs other related duties as assigned.

Minimum Qualifications

Knowledge of:

  • Administrative and technical aspects of fleet management;
  • Principles and practices of supervision, training and performance evaluation.
  • Equipment purchasing and acquisition practices and methods, including vehicle/equipment specifications and replacement factors.
  • Trends and technological developments pertaining to procurement, utilization, operation, budget/cost allocation;
  • Principles and practices of public administration/organization including personnel and fiscal and budget administration;
  • Business practices applicable to fleet management, including systems analysis, computer utilization and financial recordkeeping/management;
  • Principles and practices of automotive repair shop management for automotive and heavy equipment; and
  • Laws and regulations pertinent to safety management.

Ability to:

  • Develop, plan, organize and manage a complex centralized fleet management program including sedans, trucks, heavy equipment, fire apparatus, miscellaneous rolling stock and other equipment.;
  • Manage a comprehensive information system for internal auditing, billing, fueling, and equipment management.
  • Implement vehicle replacement policies and develop and manage a preventative maintenance program.
  • Interpret and explain pertinent City and department policies and procedures.
  • Prepare a variety of technical and administrative reports and correspondence.
  • Develop and implement comprehensive equipment maintenance programs.
  • Develop equipment and vehicle specifications.
  • Plan, organize, evaluate, train and supervise the activities of specialized and technical employees.
  • Conduct cost effective procurement, resource utilization, budget, and project cost analysis.
  • Prepare clear and comprehensive reports both orally and in writing.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain and promote positive and effective working relationships with employees, agencies, and the public.
  • Demonstrate initiative and exercise good judgment in the performance of duties.
  • Work independently and as a team member; recognize and set priorities and meet deadlines.
  • Observe and promote safety principles and work in a safe manner.


Experience and Training

Experience: Five years of experience administering a fleet management operation including the purchase, replacement, maintenance and disposition of heavy trucks, equipment and passenger vehicles; and at least three years of supervisory experience.


Training
: A Bachelor's degree from an accredited college or university in public administration, business administration or a related field.

OR
Eight years of experience administering a fleet management operation including the purchase, replacement, maintenance and disposition of heavy trucks, equipment and passenger vehicles; and at least four years of supervisory experience.

License/Certificate:
Possession of, or the ability to obtain and maintain, an appropriate and valid California driver’s license.

Automotive Fleet Manager certification is highly desirable.

Working Conditions and Selection Process

Environmental Conditions: Shop environment; exposure to noise, dust, grease, smoke, fumes, gases, electrical energy.

Physical Conditions: Essential functions may require maintaining physical condition necessary for light lifting; sitting, walking or standing for prolonged periods of time; operating motorized equipment and vehicles.
Selection Process: All applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include a written and/or oral examination to assess job-related education, experience and training. Candidates who successfully complete the examination process will be placed on an eligible list according to their scores and will remain eligible for employment consideration for a minimum of six months.
Note: Prospective candidates will undergo a background reference check and a medical examination, a drug screening may be required.
